At the TSPC meeting on January 27, 2017, the Commission adopted the following rules:

The snapshot of changes are as follows:
NEW ADOPTION Transition to National Accreditation – This action formally establishes transition provisions for the state approval process.
NEW ADOPTION Experimental Programs – This action allows educator preparation programs to develop innovative and creative programs that respond to community, social and education needs. It is designed to encourage collaboration among educator preparation programs and to foster partnerships between programs and other education entities, including school districts, education service districts, private schools and non-profit organizations.
NEW ADOPTION Reading Instruction: Program Standards – This adoption establishes Reading Instruction: Program Standards.
NEW ADOPTION Dyslexia Instruction: Program Standards – This adoption establishes Dyslexia Instruction: Program Standards.
NEW ADOPTION Dual Language Specialization – This action formally adopts the Dual Language Specialization which was previously implemented a temporary rule and adds language related to the language proficiency exam requirements.
AMENDED RULE Transition to New Licensure System – This amends the transitional requirements for those holding Initial licenses transitioning to Preliminary or Professional licenses by amending the following endorsement explanation: “If the applicant has been assigned and taught Foundational Mathematics, Foundational Language Arts, Foundational Social Studies or Foundational Science for four full years or more in a public, charter or private school setting, as evidenced by Professional Educational Experience Report (PEER) forms, the appropriate foundational single subject may be added to the license” to include the additional language “The applicant may add the Foundational Mathematics, Foundational Language Arts, Foundational Social Studies or Foundational Science endorsement by receiving a passing score of the appropriate Commission-approved subject master test. The applicant is not required to complete the pedagogy requirements for adding an endorsement to a Preliminary Teaching License as provided in Chapter 584, Division 220.”
AMENDED RULE Application Processing Requirements and Procedures – This amendment requires the use of the online licensing system for all licensure applications. The amendment includes “Evaluation of Application: Licenses, registrations and certificates are issued based on the evidence in the applicant account at the time of evaluation. If an applicant submits additional acceptable evidence within 30 days of the date of issuance of a license, registration or certificate, the Director of Licensure, or designee, may re-evaluate the issuance without a new application and fee.” The amendment also further clarifies how TSPC will respond to applications submitted within the 120 day grace period post expiration of a TSPC issued license.
AMENDED RULE Professional Teaching License – This amendment clarifies how a teacher may demonstrate qualifying years of teaching experience.
AMENDED RULE Teacher Leader License – This amendment clarifies eligibility for the Teacher Leader License qualifications.
AMENDED RULE Reciprocal Teaching License – This amendment corrects grammatical errors and clarifies out-of-state or out-of-country provisions.
AMENDED RULE Legacy Teaching License – This amendment removes the eligibility requirement that requires that applicants hold a teaching license issued by a National Association of State Directors of Teacher Education and Certification (NASDTEC) jurisdiction prior to January 1, 1999.
AMENDED RULE Restricted Teaching License – This amendment updates section 6(b) to state “Have never held a Restricted Teaching License or ESEA Teaching License;” Adds a note that states “The applicant may have previously held an emergency, limited, or restricted substitute license, as well as a charter school registration.”
AMENDED RULE Elementary Education – Multiple Subjects: Program Standards – This amendment revises language to reference newly adopted reading instruction standards and dyslexia instruction requirements and also revises the edTPA provision to refer to “a teacher performance assessment” rather than the edTPA.
AMENDED RULE Reading Intervention: Program Standards – This amendment replaces references to “Interventionist” with “Intervention” and references newly adopted reading instruction standards and dyslexia instruction requirements. The amendment also revises the edTPA provision to refer to “a teacher performance assessment” rather than the edTPA.
AMENDED RULE Special Education: Program Standards – This amendment updates title of endorsement to special education: generalist and references newly adopted reading instruction standards and dyslexia instruction requirements. The amendment also revises the edTPA provision to refer to “a teacher performance assessment” rather than the edTPA. The amendment eliminates “highly qualified” requirements.
AMENDED RULE Bilingual Specialization – This amendment updates eligibility requirements.
AMENDED RULE Dual Language Specialization: Program Standards – This amendment adds provisions for approving Dual Language Specialization programs, and updates eligibility requirements.
AMENDED RULE World Language: Program Standards – This amendment removes reference to “students” and changes to “candidates.” The amendment also adds provisions for Russian and/or Japanese endorsement testing requirements.
AMENDED RULE Preliminary Teaching License: Program Standards – This amendment removes reference to “students” and changes to “candidates.” The amendment also revises the edTPA provision to refer to “a teacher performance assessment” rather than the edTPA.
AMENDED RULE Art: Program Standards – This amendment removes reference to “students” and changes to “candidates.” The amendment also revises the edTPA provision to refer to “a teacher performance assessment” rather than the edTPA.
AMENDED RULE: English for Speakers of Other Languages (ESOL): Program Standards – This amendment removes reference to “students” and changes to “candidates.” The amendment also revises the edTPA provision to refer to “a teacher performance assessment” rather than the edTPA.
AMENDED RULE: Drama: Program Standards – This amendment removes reference to “students” and changes to “candidates.” The amendment also revises the edTPA provision to refer to “a teacher performance assessment” rather than the edTPA.
AMENDED RULE: Library Media: Program Standards – This amendment removes reference to “students” and changes to “candidates.” The amendment also revises the edTPA provision to refer to “a teacher performance assessment” rather than the edTPA.
AMENDED RULE: Music: Program Standards – This amendment removes reference to “students” and changes to “candidates.” The amendment also revises the edTPA provision to refer to “a teacher performance assessment” rather than the edTPA.
AMENDED RULE: Physical Education: Program Standards – This amendment updates program standards to includes requirements for candidates to complete the Commission-approved test for Physical Education; and for candidates to complete a teacher performance assessment as provided in OAR 584-017-1100.
