At the TSPC meeting on April 6, 2017, the Commission changed the NES test score requirements to align with the national cut scores. All NES tests now require a score of 220 for passing.

- 584-210-0030 Preliminary Teaching License
- 584-220-0185 Special Education: Early Intervention
The Commission repealed the following rules:
- 584-017-1030 Evidence of Effectiveness for Initial License Preparation
- 584-420-0300 Advanced Math: Program Standards
- 584-420-0375 Foundational Math: Program Standards
- 584-420-0390 Health: Program Standards
The snapshot of changes are as follows:
NEW ADOPTION SINGLE SUBJECT ENDORSEMENT: PROGRAM STANDARDS – This rule combines program standards for the following endorsements into one rule (Advanced Mathematics, Agricultural Science, Biology, Business: Generalist, Business: Marketing, Career Trades: Generalist, Chemistry, English Language Arts, Family and Consumer Sciences, Foundational English Language Arts, Foundational Mathematics, Foundational Science, Foundational Social Studies, Health, Integrated Science, Physics, Social Studies, Speech (Forensics) and World Languages).
AMENDED RULE DEFINITIONS FOR LICENSURE, CERTIFICATION, AND REGISTRATION – This amendment creates definition of prekindergarten. Prekindergarten is defined as: “Birth through age 5.”
AMENDED RULE FEES – This amendment allows TSPC to change language on fee structure to state “less than $75” rather than identifying a specific dollar amount for background checks. By using the terms “less than $75” the agency will not have to go through the rule making process every time the Oregon State Police change the fingerprinting/back ground check fees.
AMENDED RULE PRELIMINARY TEACHING LICENSE – This amendment clarifies that recency requirements do not apply to applicants moving directly from a reciprocal to a preliminary teaching license.
AMENDED RULE SPECIAL EDUCATION: EARLY INTERVENTION – This amendment defines the scope of the endorsement to begin at birth.
REPEALED RULE EVIDENCE OF EFFECTIVENESS FOR INITIAL LICENSE PREPARATION – Repeals the old evidence of effectiveness rule for Initial Teaching License Preparation, 584-017-1030. The provisions of this rule are replaced by provisions in OAR 584-017-1100 Teacher Candidate Performance Assessment.
REPEALED RULE ADVANCED MATH: PROGRAM STANDARDS, FOUNDATIONAL MATH: PROGRAM STANDARDS, HEALTH: PROGRAM STANDARDS – The adoption of the single subject endorsement: program standards includes advanced math, foundational math and health endorsements, making it necessary to repeal the aforementioned program standards.
