At the TPSC meeting on August 18, 2016, the Commission adopted or amended five different program standards and have filed these as temporary rules with the Secretary of State. The full text of the news release can be found here. The adopted standards were:

NEW ADOPTION READING INSTRUCTION: PROGRAM STANDARDS – This rule is established as a result of the passage of HB 3069. It outlines the scope of standards for reading instruction programs. The rule lists what educator prep programs (EPPs) must do in order to demonstrate compliance with the new reading instruction standards and sets a deadline of June 30, 2017 for meeting this standard.
NEW ADOPTION DYSLEXIA INSTRUCTION: PROGRAM STANDARDS – This rule is established as a result of the passage of HB 2412.
It outlines the scope of standards for dyslexia instruction programs. The rule lists what educator prep programs must do in order to demonstrate compliance with the new dyslexia instruction standards and requires EPPs to submit a report to the commission no later than December 15, 2016. The standard outlines reporting requirements in section 4a and 4b.
AMENDED RULE ELEMENTARY EDUCATION-MULTIPLE SUBJECTS: PROGRAM STANDARDS – This change amends program standards for elementary education-multiple subjects endorsement to include the newly adopted reading instruction (Section 1, Chapter 427, Oregon Laws 2015 [Enrolled HB 3069]) and dyslexia instruction (Section 8, Chapter 245, Oregon Laws 2015 [Enrolled HB 2412]) standards. The standard was also revised and includes technical changes related to terms, grammar, and punctuation.
AMENDED RULE READING INTERVENTION: PROGRAM STANDARDS – This change amends program standards for reading intervention to include the newly adopted reading and dyslexia instruction standards and is in accordance with HB 3069 and HB 2412. The standard was also revised and includes technical changes related to terms, grammar, and punctuation.
AMENDED RULE SPED: PROGRAM STANDARDS – This change amends program standards for special education to include the newly adopted reading instruction and dyslexia instruction standards and is in accordance with HB 3069 and HB 2412. The standard was also revised and includes technical changes related to terms, grammar, and punctuation.
