{"id":355,"date":"2017-04-14T13:04:20","date_gmt":"2017-04-14T20:04:20","guid":{"rendered":"http:\/\/wordpress.ed.pacificu.edu\/tspc\/?page_id=355"},"modified":"2017-04-14T13:04:20","modified_gmt":"2017-04-14T20:04:20","slug":"april-14-2017","status":"publish","type":"page","link":"https:\/\/wordpress.ed.pacificu.edu\/tspc\/updates\/april-14-2017\/","title":{"rendered":"April 14, 2017"},"content":{"rendered":"<p><strong>April 14, 2017<\/strong><\/p>\n<p>At the TSPC meeting on April 6, 2017,\u00a0the Commission changed the NES test score requirements to align with the national cut scores. \u00a0All NES tests now require a score of 220 for passing.<\/p>\n<p>The Commission adopted the following rules:<\/p>\n<ul>\n<li><a href=\"http:\/\/arcweb.sos.state.or.us\/pages\/rules\/oars_500\/oar_584\/584_420.html\">584-420-0305<\/a> Single Subject Endorsement: Program Standards<\/li>\n<\/ul>\n<p>The Commission amended the following rules:<\/p>\n<ul>\n<li><a href=\"http:\/\/arcweb.sos.state.or.us\/pages\/rules\/oars_500\/oar_584\/584_200.html\">584-200-0010<\/a> Definition for Licensure, Certification, and Registration<\/li>\n<li><a href=\"http:\/\/arcweb.sos.state.or.us\/pages\/rules\/oars_500\/oar_584\/584_200.html\">584-200-0050<\/a> Fees<\/li>\n<li><a href=\"http:\/\/arcweb.sos.state.or.us\/pages\/rules\/oars_500\/oar_584\/584_210.html\">584-210-0030<\/a> Preliminary Teaching License<\/li>\n<li><a href=\"http:\/\/arcweb.sos.state.or.us\/pages\/rules\/oars_500\/oar_584\/584_220.html\">584-220-0185<\/a> Special Education: Early Intervention<\/li>\n<\/ul>\n<p>The Commission repealed the following rules:<\/p>\n<ul>\n<li><a href=\"http:\/\/arcweb.sos.state.or.us\/pages\/rules\/oars_500\/oar_584\/584_017.html\">584-017-1030<\/a> Evidence of Effectiveness for Initial License Preparation<\/li>\n<li><a href=\"http:\/\/arcweb.sos.state.or.us\/pages\/rules\/oars_500\/oar_584\/584_420.html\">584-420-0300<\/a> Advanced Math: Program Standards<\/li>\n<li><a href=\"http:\/\/arcweb.sos.state.or.us\/pages\/rules\/oars_500\/oar_584\/584_420.html\">584-420-0375<\/a> Foundational Math: Program Standards<\/li>\n<li><a href=\"http:\/\/arcweb.sos.state.or.us\/pages\/rules\/oars_500\/oar_584\/584_420.html\">584-420-0390<\/a> Health: Program Standards<\/li>\n<\/ul>\n<p>The snapshot of changes are as follows:<br \/>\n<em><strong>NEW ADOPTION\u00a0<\/strong><\/em><strong>SINGLE SUBJECT ENDORSEMENT: PROGRAM STANDARDS &#8211;\u00a0<\/strong>This rule combines program standards for the following endorsements into one rule (Advanced Mathematics, Agricultural Science, Biology, Business: Generalist, Business: Marketing, Career Trades: Generalist, Chemistry, English Language Arts, Family and Consumer Sciences, Foundational English Language Arts, Foundational Mathematics, Foundational Science, Foundational Social Studies, Health, Integrated Science, Physics, Social Studies, Speech (Forensics) and World Languages).<\/p>\n<p><em><strong>AMENDED RULE\u00a0<\/strong><\/em><strong>DEFINITIONS FOR LICENSURE, CERTIFICATION, AND REGISTRATION &#8211;\u00a0<\/strong>This amendment creates definition of prekindergarten. \u00a0Prekindergarten is defined as: &#8220;Birth through age 5.&#8221;<\/p>\n<p><em><strong>AMENDED RULE <\/strong><\/em><strong>FEES<\/strong><strong>\u00a0&#8211; <\/strong>This amendment allows TSPC to change language on fee structure to state \u201cless than $75\u201d rather than identifying a specific dollar amount for background checks.\u00a0 By using the terms \u201cless than $75\u201d the agency will not have to go through the rule making process every time the Oregon State Police change the fingerprinting\/back ground check fees.<\/p>\n<p><em><strong>AMENDED RULE\u00a0<\/strong><\/em><strong>PRELIMINARY TEACHING LICENSE<\/strong>\u00a0\u2013 This amendment clarifies that recency requirements do not apply to applicants moving directly from a reciprocal to a preliminary teaching license.<\/p>\n<p><em><strong>AMENDED RULE\u00a0<\/strong><\/em><strong>SPECIAL EDUCATION: EARLY INTERVENTION<\/strong>\u00a0\u2013 This amendment defines the scope of the endorsement to begin at birth.<\/p>\n<p><em><strong>REPEALED\u00a0RULE\u00a0<\/strong><\/em><strong>EVIDENCE OF EFFECTIVENESS FOR INITIAL LICENSE PREPARATION<\/strong>\u00a0\u2013 Repeals the old evidence of effectiveness rule for Initial Teaching License Preparation, 584-017-1030. The provisions of this rule are replaced by provisions in OAR 584-017-1100 Teacher Candidate Performance Assessment.<\/p>\n<p><em><strong>REPEALED\u00a0RULE\u00a0<\/strong><\/em><strong>ADVANCED MATH: PROGRAM STANDARDS, FOUNDATIONAL MATH: PROGRAM STANDARDS, HEALTH: PROGRAM STANDARDS<\/strong>\u00a0\u2013 The adoption of the single subject endorsement: program standards includes advanced math, foundational math and health endorsements, making it necessary to repeal the aforementioned program standards.<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>April 14, 2017 At the TSPC meeting on April 6, 2017,\u00a0the Commission changed the NES test score requirements to align with the national cut scores. \u00a0All NES tests now require a score of 220 for passing.
