{"id":341,"date":"2017-04-14T09:21:43","date_gmt":"2017-04-14T16:21:43","guid":{"rendered":"http:\/\/wordpress.ed.pacificu.edu\/tspc\/?page_id=341"},"modified":"2017-04-14T09:21:43","modified_gmt":"2017-04-14T16:21:43","slug":"november-11-2016","status":"publish","type":"page","link":"https:\/\/wordpress.ed.pacificu.edu\/tspc\/updates\/november-11-2016\/","title":{"rendered":"November 11, 2016"},"content":{"rendered":"<p><strong>November 11, 2016<\/strong><\/p>\n<p>At the TSPC meeting on November 4, 2016, the Commission\u00a0amended dyslexia instruction standards and reporting requirements for OAR <a href=\"http:\/\/arcweb.sos.state.or.us\/pages\/rules\/oars_500\/oar_584\/584_420.html\">584-420-0016<\/a>. \u00a0The full text of the amendment can be found <a href=\"http:\/\/www.oregon.gov\/TSPC\/Pages\/News_Release_Temp_11_9_2016\/News_Release_Temp.aspx\">here<\/a>. This change affects the\u00a0<em>Dyslexia Instruction: Program Standards<\/em> in the following manner:<\/p>\n<ul>\n<li>Replaces the explicit list of program components with &#8220;the necessary program components&#8221; for purposes of reporting. \u00a0By eliminating the &#8220;check-list&#8221; type of reporting requirements, the agency will enable the EPPs to provide a more in-depth, narrative, description of how they are incorporating dyslexia instruction standards into their programs;<\/li>\n<li>Replaces the name &#8220;report&#8221; with &#8220;plan&#8221; and changes the submission date for the compliance plans from December 15, 2016 to December 31, 2016 to align exactly with the statutory deadline;<\/li>\n<li>Focus the standards specifically on elements of dyslexia instruction, eliminating references to general literacy standards;<\/li>\n<li>Add the phrase &#8220;may predict or are associated with dyslexia&#8221; to standards in order to include students who demonstrate predictive dyslexia characteristics;<\/li>\n<li>Add a specific standard related to applying dyslexia instruction knowledge to pedagogy practice; and<\/li>\n<li>Add language that the standards for dyslexia instruction shall apply to all students the candidate is being prepared to teach, including English Language Learner (ELL) students.<\/li>\n<\/ul>\n<p>The Commission also \u00a0amended the following rules that affect those seeking licensure:<\/p>\n<ul>\n<li>Amended: <a href=\"http:\/\/arcweb.sos.state.or.us\/pages\/rules\/oars_500\/oar_584\/584_210.html\">584-210-0160<\/a> License for Conditional Assignment &#8211; this amendment removes provisions related to highly qualified.<\/li>\n<li>Amended: <a href=\"http:\/\/arcweb.sos.state.or.us\/pages\/rules\/oars_500\/oar_584\/584_220.html\">584-220-0110<\/a> Integrated Science &#8211; this amendment replaces missing phrases related to alternative courses in lieu of testing.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>November 11, 2016 At the TSPC meeting on November 4, 2016, the Commission\u00a0amended dyslexia instruction standards and reporting requirements for OAR 584-420-0016. \u00a0The full text of the amendment can be found here.
