{"id":179,"date":"2016-09-02T10:11:02","date_gmt":"2016-09-02T17:11:02","guid":{"rendered":"http:\/\/wordpress.ed.pacificu.edu\/tspc\/?page_id=179"},"modified":"2016-09-02T10:11:02","modified_gmt":"2016-09-02T17:11:02","slug":"179-2","status":"publish","type":"page","link":"https:\/\/wordpress.ed.pacificu.edu\/tspc\/updates\/179-2\/","title":{"rendered":"September 1, 2016"},"content":{"rendered":"<p><strong>September 1, 2016<\/strong><\/p>\n<p>At the TPSC meeting on August 18, 2016, the Commission adopted or amended five different program standards and have filed these as temporary rules with the Secretary of State. \u00a0The full text of the news release can be found <a href=\"http:\/\/www.oregon.gov\/TSPC\/Pages\/News_Release_Temp_09_01_16\/News_Release_Temp.aspx\">here<\/a>. \u00a0The adopted standards were:<br \/>\n<a href=\"http:\/\/www.oregon.gov\/tspc\/Pages\/News_Release_Temp_09_01_16\/584-420-0015.aspx\">Reading Instruction: Program Standards<\/a><br \/>\n<a href=\"http:\/\/www.oregon.gov\/tspc\/Pages\/584-420-0016.aspx\">Dyslexia Instruction: Program Standards<\/a><br \/>\nThe amended standards were:<br \/>\n<a href=\"http:\/\/www.oregon.gov\/tspc\/Pages\/584-420-0375.aspx\">Elementary Education -Multiple Subjects: Program Standards<\/a><br \/>\n<a href=\"http:\/\/www.oregon.gov\/tspc\/Pages\/584-420-0440.aspx\">Reading Intervention: Program Standards<\/a><br \/>\n<a href=\"http:\/\/www.oregon.gov\/tspc\/Pages\/584-420-0460.aspx\">SPED: Program Standards<\/a>.<\/p>\n<p>The snapshot of changes are as follows:<br \/>\n<strong><em>NEW ADOPTION\u00a0<\/em>READING INSTRUCTION: PROGRAM STANDARDS &#8211;\u00a0<\/strong>This rule is established as a result of the passage of HB 3069. \u00a0It outlines the scope of standards for reading instruction programs. \u00a0The rule lists\u00a0what educator prep programs (EPPs) \u00a0must do in order to demonstrate compliance with the new reading instruction standards and sets a deadline of June 30, 2017 for meeting this standard.<\/p>\n<p><strong><em>NEW ADOPTION<\/em> DYSLEXIA INSTRUCTION:<\/strong><strong>\u00a0PROGRAM STANDARDS &#8211;\u00a0<\/strong>This rule is established as a result of the passage of HB 2412.<br \/>\nIt outlines the scope of standards for dyslexia instruction programs. \u00a0The rule lists what educator prep programs must do in order to demonstrate compliance with the new dyslexia instruction standards and requires EPPs to submit a report to the commission no later than\u00a0December 15, 2016. \u00a0The standard outlines reporting requirements in section 4a and 4b.<\/p>\n<p><em><strong>AMENDED RULE<\/strong><\/em><strong> ELEMENTARY EDUCATION-MULTIPLE SUBJECTS: PROGRAM STANDARDS &#8211;\u00a0<\/strong>This change amends program standards for elementary education-multiple subjects endorsement to include the newly adopted\u00a0reading instruction\u00a0(Section 1, Chapter 427, Oregon Laws 2015 [Enrolled HB 3069]) and dyslexia instruction (Section 8, Chapter 245, Oregon Laws 2015 [Enrolled HB 2412]) standards.\u00a0 The standard was also revised and includes technical changes related to terms, grammar, and punctuation.<\/p>\n<p><em><strong>AMENDED RULE<\/strong><\/em><strong>\u00a0READING INTERVENTION: PROGRAM STANDARDS &#8211;\u00a0<\/strong>This change amends program standards for\u00a0reading intervention\u00a0to include the newly adopted reading and dyslexia instruction standards and is in accordance with HB 3069 and HB 2412.\u00a0The standard was also revised and includes technical changes related to terms, grammar, and punctuation.<\/p>\n<p><em><strong>AMENDED RULE<\/strong><\/em><strong>\u00a0SPED: PROGRAM STANDARDS &#8211;\u00a0<\/strong>This change amends program standards for special education\u00a0to include the newly adopted reading instruction and dyslexia instruction \u00a0standards and is in accordance with HB 3069 and HB 2412. \u00a0The standard was also revised and includes technical changes related to terms, grammar, and punctuation.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>September 1, 2016 At the TPSC meeting on August 18, 2016, the Commission adopted or amended five different program standards and have filed these as temporary rules with the Secretary of State. \u00a0The full text of the news release can &hellip;
